Duties

ESSENTIAL DUTIES & RESPONSIBILITIES
  • For the assigned forensic discipline(s), select, train, motivate, and evaluate department staff; provide or coordinate staff training; work with employees to correct deficiencies, implement discipline procedures.
  • Assist in the implementation of goals and objectives; monitors schedules and methods for providing forensic services; implements procedures to improve efficiency of the assigned forensic discipline(s).
  • Maintain daily contact with personnel, assist with and participate in requests for services where qualified, follow up on any issues and complaints, and advise staff on appropriate activities and response to requests.
  • Complete timely and accurate employee evaluations taking into consideration strengths, weaknesses, and career development issues. Provide performance improvement guidance.
  • Utilize resources appropriately; conduct and document inspections of personnel, equipment, and vehicles; coordinate daily work schedules and in-service training to manage staffing requirements. Request equipment and supplies to meet the unit’s needs.
  • Organize and maintain files necessary to carry out supervisory tasks and responsibilities.
  • Review case folders for accuracy and completeness in accordance with established procedures and conduct administrative and technical reviews where qualified.
  • Serve as shift supervisory liaison for the Forensic Unit with police officers, detectives, shift commanders, and other City departments.
  • Attend and participate in continuing education within the appropriate forensic related discipline, along with leadership development and training.
  • Testify in court as a qualified witness regarding crime scene processing/investigations and examination of evidence.
NON-ESSENTIAL / SECONDARY DUTIES
  • Stay abreast of trends, developments and legal opinions related to the fields of forensic science pertinent to the services the unit provides.
  • Create presentations for community events and participate in events which develop community relations.
  • Performs other duties as assigned.

Requirements

MINIMUM QUALIFICATIONS
  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Experience:
    • Four years of increasingly responsible experience in crime scene processing, or other related forensic field with a law enforcement agency, and has at least one year of supervisory experience.
    Training:
    • Equivalent to an Associate’s degree from an accredited college or university with a major in Criminal Justice, Crime Scene Technology, Forensic Science or a related field.
LICENSING & CERTIFICATIONS
  • Required: Possession of an appropriate valid driver's license and ability to maintain insurability.
  • Preferred: IAI Crime Scene Certification.
Knowledge of:
  • Principles of supervision, training and performance evaluation.
  • Supervisory skills to implement policies and operational needs.
  • Approved practices of forensic science, crime scene investigation, identification and analysis.
  • Principles and techniques of crime scene processing and sketching.
  • Crime scene photography techniques; materials and equipment used in digital photography.
  • Practices and methods in locating and collecting visible and latent evidence.
  • English usage, spelling, grammar and punctuation.
  • Business and technical report preparation and writing..
  • Recordkeeping principles and procedures including law enforcement records processing and maintenance.
  • Use and maintenance of a variety of crime scene processing equipment.
  • Computer equipment.
  • Pertinent federal, state and local laws, codes and regulations pertaining to evidence fingerprint acquisition, evidence, arrest, and prosecution of criminals including North Carolina Penal Code, Code of Criminal Procedure and Family Code.
  • Organization and procedures of a law enforcement agency.
  • Security and privacy requirements of confidential information.
  • Safe work practices and occupational hazards of the job.
  • The geography of the City and surrounding area.
Ability to:
  • Organize, train, direct, coordinate and review the work of assigned staff.
  • Operate a city owned motor vehicle.
  • Maintain confidentiality of information.
  • Maintain accurate records and files system.
  • Operate a variety of office equipment.
  • Perform and supervise a variety of evidence processing procedures.
  • Operate various computer programs to include evidence tracking, record management systems, crime scene sketching, MS Word, MS Excel, and other crime scene related software and databases.
  • Administer, understand and carry out oral and written directions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative-working relationships with subordinates and those contacted in the course of work.
  • Correctly interpret and apply the laws, codes, policies and procedures related to the processing of law enforcement documents and evidence.
  • Respond to request and inquiries from internal and external customers.
  • Follow all safety rules and regulations of the department to which assigned.
  • Prepare detailed technical reports regarding findings and conclusions.
  • Testify in court.
  • Maintain on call status.
  • Maintain adequate job knowledge and skills.
  • Work independently in the absence of supervision.
SUPERVISION RECEIVED / EXERCISED:
  • Receives direct supervision from the Forensic Manager.
  • Exercises direct supervision over assigned forensic discipline(s).
